They have the same rights as anyone else, because they are just like everyone else!
They can vote, buy a house, rent houses/apartments/etc., get credit cards, get married, have children, hold a job, and so much more.
My brother has Downs Syndrome and we received a list of things that he is allowed to do and it clearly states on that list “he has the right to do whatever he feels, whenever he feels, as he feels.” References : Experience

We are protected as an minority. Bills that work with people in United States that have disabilities are designed to make them live more fairly. This is to balance the power among majority. People with disabilities are disavantage whether people without disabilities like it or not. Since people without disability are naturally human, the bills are place in response.
People have complained about disabled people. They will alway do it.
If there is one right that must be practice by people without disability it is the right to be SILENT. This would make it lot easier for people with disabilities to avoid grief by people who complained and whine. References :

Depending upon the specific disability, our rights can be wound down to not having any private thoughts (allusion to psychiatric hospitals) or we can have the same full rights as everyone else, even hold political office if desired. The government can’t discriminate against someone for a handicap, they must be given the rights of full societal inclusion. References :
